ABWAGON – split sewer charge online

The online tool for municipalities

Since December 2007 a leading decision by the higher administrative court in Münster, Germany (Az.: 9 A 3648/04 of December 18, 2007) has ruled that all municipalities have to implement the “split sewer charge”. The “split sewer charge”  refers to charges being levied for water entering the sewer canals due to fresh water use on the one hand and on the other hand to rain water that flows off roofs and other sealed areas.

In the future property owners will only pay for sealed areas that actually contribute water to a municipal sewage canal.  This regulation is designed as a financial incentive for owners to infiltrate water into the ground and it will burden those more that seal large areas like industry and retailers who have large parking spaces.

The companies terrestris GmbH & Co. KG in cooperation with TÜV Rheinland Immissionsschutz und Energiesysteme GmbH have jointly developed a web-based geographical information system (webGIS) which helps the introduction of the split sewer charge in municipalities. The support provided does not only encompass the adminstration of land parcels in an online system with a frontend for the public and a backend for the adminstration but also extends to the capture of partial plot areas, the creation of complete plots and the mailing of initial questionnaires.
